Azure Migration: Where to Start

The migration order that keeps risk low: assessment, landing zone, low-risk workloads first. And the mistakes that lead to cloud regret.
Most migration problems come down to sequence: moving the hardest workload first, or moving anything before the foundation is in place.
Assess before you move
Inventory what runs, what it talks to and what it costs. Some workloads should be rehosted, some rebuilt, some retired. The assessment usually turns up servers that nobody will claim.
Landing zone before workloads
Identity, network layout, policy and cost boundaries, set up once and properly, before the first workload arrives. Environments that skip this step spend years untangling permissions that were granted "temporarily".
Move the boring things first
Development environments, file shares and internal tools build operational confidence with low stakes. The critical line-of-business system moves after the process is proven, in a staged cut-over with a rehearsed rollback.
Watch the bill from the first month
Cloud regret is usually cost regret. Budgets, alerts and a monthly review from the first month keep the bill explainable. Adding cost discipline later is much harder.
